Re-surface treads on original staircase (built 1912) which has lead paint

Our 3 bed Edwardian terrace house has a 13 tread staircase. Structure is sound but the treads have (we think) lead paint (where a runner would go). We thought of replacing the staircase, but don't think we have enough head clearance. Can the lead paint be removed? I tried but it was very difficult. Am trying to avoid carpet or a runner as I'd like something easy to clean. Stair is steep so surface needs to have good grip. Is fitting new treads a possibility? Or can we put a new surface on the treads? New wood/tiles or paint? Wasn't sure whether to ask a joiner, carpenter or decorator. Very many thanks for any suggestions.
