Low ceiling fan fitting

I'm wanting to fit a ceiling fan, on trying to shop around I note so many things that have confused me, my room height is 7'8, my existing light fitting drops to 18"( no problem) some low profile ceiling fans talk about 4" drop bars as they can't be fitted flush to ceiling, would a fan with no light fitting be a better option? And why would a fan not be able to be fitted flush? I live in a bungalow.

Are you a tradesperson and able to answer this question?

In a bathroom you are limited to what may be fitted. Any electrical appliance must be bathroom rated to at least zone 2. An extractor fan is usually flush fitting. If you meant a cooling fan (i.e. one with blades) then I doubt it will be compliant in any circumstances. The regs are slightly different for a bathroom with a shower. Basically any fitting must be greater than 2.25m above the floor to be outside all zones. An extractor fan incorporating a light may be sources more or less anywhere.
