Chimney breast already removed in a bathroom - help!

I hope someone can help. Sometime ago we had a chimney breast removed by a builder in our upstairs bathroom. When he took the chimney breast out he took everything out from the bathroom and all of the brickwork which leads into the loft. A few years on I am a bit concerned that the chimney bit which sits on the roof should have also been removed. Any advice appreciated. A building regs application was submitted we were told to put a steel support in but the builder did it this way and said it was ok and that a steel wasnt required, so the application was withdrawn because of what the builder said. The inside bricks of the chimney were removed from the bathroom right the way through to the top of the roof space, the other half of the chimney does however still sit on a lower roof with the smaller stack being on the main roof. No support was inserted as it was all taken out and we never had building control back out. The bathroom sits over our kitchen which has no chimney and a steel is inserted in the kitchen wall (this was part of the fixtures when we moved in). I am assuming if building control come out we will need to take all the tiles off the wall etc so that they can see or is there any chance of them accessing via an unboarded loft. Probably not! Concerned even though my other half thinks its nothing to be concerned about.

My initial feeling is that this is worrying. Normally, when a chimney is taken out, for planning reasons the stack sticking out of the roof has to remain. To achieve this, a steel is inserted supporting the stack below the roof level and an engineer is required to present calculations to building control. I am not sure I understand how your builder has achieved what he has, but it sounds dodgy... I recommend calling up your local building control office and seeing if they can come out to have a look. Otherwise, I recommend calling an Engineer (more expensive). Either of these people will be more than qualified to reassure you. Chimney should have been taken out all the way up or a steel used. How is the chimney supported if no steel there??? Get building control out to check his work as it sounds ropey at best but probably is dangerous.
