Any Help or Ideas? RE: Saturated Crack in Concrete living Room Floor

Hi Fellow Tradesmen, I am here to ask for help identifying and speculating a large crack, which has been filled but is saturated with water(my moisture meter was buzzing like crazy) before digging. I can send you a photo if it will help as I can not upload one. The facts are: - The building is end of terrace, 3 bedroom, concrete living room floor. - Ex-coal mining area but I have the mining report and nothing negative. - The DPC has worn away and there is rising damp. - No cavity wall insulation. - The crack runs across the shortest length of the living room, in the centre and starts from the fireplace - inwards. - The fire place unit is installed onto of its own foundation, so not touching the concrete floor. The owner is a nice old man and he's on a budget for repairs, any help and/or advice would be greatly appreciated. Kind Regards,
