can you have a fuse box put out side in a meeter box

Yes this is possible, but it would need to be IP rated enclosure or the meter box would ideally be IP rated.

My question would be "why would you want to?" If you have a fault on a circuit and a MCB or the RCD trips, or you need to isolate a circuit you then have to go outside to isolate it or reset it.
