Are the soffit downlights compliant

During some building works last year on my ground floor extension the electrician fitted some outdoor soffit Downlights. These have now started to rust. So I took one out to see if this could be cleaned off. On inspection these are exactly the same downlights that were fitted to the interior window reveals and are only ip20 rated as stated on the supplier website with no mention of being suitable for outdoor use. He has self certified his works as being compliant. Am I worrying over nothing and has he just fitted cheap lights?

You say gnd fl extension, are there living areas above. If so they should be fire rated. As to the rusting so quickly they are probably just cheap fittings but this in itself does not make them non compliant as in the majority of cases soffits are relatively safe from slash/water jets.
