sash window replacement

My flat has timber single-glazed sash windows. I want to replace these with upvc double-glazed. The freeholder says I need planning permission, and the Council is unlikely to give consent for upvc. Its not a listed building Is there a reason as to why the council may say no? That i should be aware of Thank you. Amani

If it's in a conservation area, look at roseview windows (sash window manufacturers) they do a rehau heritage range that are often accepted in conservation areas.
