Does my bathroom re-fit need to be part-p certified or have any other certification?

I am looking to have a complete bathroom re-fit; old suite removed, new one put in, items in the same place, however may replace free-standing toilet and basin with a vanity suite in order to hide pipes which are currently boxed in and tiled, but, fairly high off the floor. Don't currently have a shower (other than mixer on bath taps) so will be looking to have one of these, that will probably require a pump due to low water pressure which will need to be put in the airing cupboard where the hot water tank is, swap one ceiling spot light to maybe 4, have an extractor fan put in (not currently one there) and swap a radiator for a heated towel rail, so as part of the central heating system so that it comes on when the rest of the heating does. I know someone who can do all this, but I not sure if he is part-p qualified or whether the works I need doing actually require this? Is this a legal requirement? I obviously want to ensure the work is carried out to the right safety spec and also that I am legally covered if I then wish to sell without any problems. Can you please advise. Thanks.

Yes the work you mention would need to be certified and registered with LABC to comply with building regs. it is possible to pay fees and DIY but far easier to just use a registered electrician. Check your electricians registration with his governing body or on the "electrical competent person" register prior to works commencing. A lot of guys claiming to be registered but are not.
