Do I need to tank a basement which is already dry and well ventilated?

Hi. I'm renovating a house and am planning to convert the basement into a habitable space. The basement is totally dry even after a storm (very good natural drainage, on high ground). In addition it's very well ventilated as an atrium starts at the basement floor and runs all the way to the roof. I'll be installing a steel staircase in the atrium with a minimalist design to reduce the volume it takes up and avoid inhibiting the airflow too much. I also plan to fit underfloor heating throughout the house, including the basement. Given all of this, will it still be necessary to tank the concrete block basement walls or fit a membrane? Should I leave a cavity between the basement walls and internal insulation? I was thinking of using steel batons to be safe.
