do you have to have an isolating switch for a Cooker hood

Yes, a switched fused spur, or if you have a 13 amp plug top on it and plugged into a socket that is ok as it serves as a means of isolation.

Yes you should, so it can be isolated if it was to go wrong, or you should need to work on it.
