Incomplete re-wiring of the house

I paid an electrician to re-wire my house with a new fuse box, new lights switches, plug sockets and external lighting. That was three months ago, he still has not finished the job and seems unable to sign off or test the electrics. How do go I about finding an electrician to do the tests and the sign off. I don't know what his certifications are to know whether he was able to do the test in the first place. The fuse box seems to have not be wired up properly an bits missing, like a rdc. Can I get someone that will do the tests and uncompleted work.

This guy is not an electrician at all. If he was, doing the job would not be a problem. It sounds like if you want it doing properly at all you are going to have to employ the services of a registered electrician to start again.

No spark I know including myself would 3rd party test and certificate, let alone sort out someone else's incompetence or lack of knowledge. Waste of time going to trading standards etc. Your recourse is to find out if he is registered with a part p organisation. You can find this out easily. If he is then you can approach his part p provider who then has to sort it. If not, you may very well have to start again.
