Restore victorian fireplace (cosmetic or working)

We have a space in our dining room where the previous owners of our house had a fire removed. We have never known what to do with it, but we need to fix it as currently it is just a hole in the wall with a concrete slab for the hearth. Ideally we would like a cast iron or traditional fireplace fitted but it does not need to be in working order. What tradesmen would we need to hire for this? We are finding it extremely difficult to find a tradesman to restore the fireplace for cosmetic purposes only. Every tradesman we have spoken to wants to supply and fit a fireplace in full working order and we are concerned that this will cost too much. Our house is 1900's victorian terrace. There is a chimney in place and we are getting a chimney sweep to check its condition this weekend. Any advice on the cheapest and most aesthetically pleasing ways to restore it would be great.

Hi, The main thing to remember even if you wish to have only a cosmetic fireplace/surround is if the property is sold/rented that it meets current building regs and is safe if anyone did light a fire.
