Alterations done without a regulations certificate

We are in the process of buying a chalet bungalow which has been modernised on the ground floor. It has been opened up so is now open plan front room and kitchen. The stairs have been moved, walls have been taken down, bifolding doors have replaced patio doors, and we have spotlights in the ceiling. Our solicitor has asked for a building regulations certificate which the owner can't provide as he says the original footprint hasn't been altered. How do we go about providing the information the solicitor needs.

You don't say where in the uk you are, I am in Glasgow.
Here in Scotland you can apply for a late completion certificate Plans and specification are prepared by someone like myself and submitted in the normal manner to the council together with the relevant fee

John is correct, the same applies to England. If in doubt call your local council and ask to talk to building control. They are very helpful.
