Painted white skirting / staircase all chipped, showing original dark wood

Hello, we have bought an Edwardian house. It look like the staircase spindles and skirting boards were originally dark wood. The previous owners painted these all white, but there are lots of chips in the white paint, and these look awful because they then show the dark wood underneath. I think maybe the woodwork wasn't prepared properly which why it chips easily. Please can someone tell me what sort of filler would adhere well to the bare wood? Also, is there anything I can do to make the stairs and skirting less likely to chip when I repaint them? I imagine stripping all the paint from the stairs and skirting boards throughout the house and starting again would be too big a job, so is there anything else anyone could recommend please? i do quite a few jobs that have these problems, sometimes the actual problem is that the wood work was previously stained then after time painted, so the problem is it chips easy, the best thing to do is give it a good rub down, use a fine surface filler on the chips, then use a oil based paint to undercoat then gloss.
