Loft Conversion

I have an occasional room id like to convert. Some works have been done....

I have a 3 bed through terrace house and it has an occasional room in the loft. There inst a staircase going up to it and is accessible via a pull down wooden ladder. There has been a velux put in the ceiling and the loft floor consists of floor joists above the ceiling joists which are fixed to the walls. There is some insulation in the void created and there is also insulation in the void between the rafters and the plaster board on the ceiling. There is also plumbing up there as there is a working radiator. How much work would have to be done to in order to turn it in to a 4th bedroom? Thanks in advance for your help. Cheers Joe

First stage is that you would have to have a fixed staircase and an enclosed stairwell to allow for safe evacuation in the event of fire. as per Part B BUilding Regs. see here... on page 18 ... http://webarchive.nationalarchives.gov.uk/20151113141044/http://www.planningportal.gov.uk/uploads/br/br_pdf_adb1_2006.pdf There are other factors too but if you can't meet this requirement then nothing else matters, you won't get permission.
