Legal level of drop?

I had an engineer out from Wales and West regarding a possible leak. He told me I have a 4.5 milb drop, with a new boiler and cooker is fine. He advised it was in the piping. I'm a tenant and the gas certificate was done in September, my letting agent was advised of the problem, but I never was (I wasn't home when the cert was done). So from September until now I've has this leak somewhere in the pipes. I'm currently 4 days without gas, waiting on a plumber to get new pipes and replace them. Is it true that there should be no drop in pressure via pipes legally? Or is it a 4milb drop allowed in pipes?

If the drop coming from Pressure relief valve should be checked as its safety device but if the drop from the condensing pipe as it should

2.5mbar allowed in existing. (as long as no smell) no drop allowed on new pipe installation
