Can the Kitchen Extractor fan vent to garage and be within regulation for electrical safety?

Hello All, I have recently fitted a new kitchen and have heard somewhere for the electrics to be certified safe that each room with running water must vent to outside. The wall where i have positioned my hob (and extract fan) adjoins with our garage, my question is- If i vent the extractor fan in the garage does this count as outside, hence considered safe in term of an electrical safety certificate? Or do i need to carry the extract piping through the garage to the outside wall? Hope this makes sense, and thanks in advace for the advice.

with regards to an electrical certificate:
the extractor must be wired with the correct cable size and must have an isolation point installed on the circuit. as long as the wiring to the isolation point and extractor fan has been wired in the safe zones and has been fused correctly then as far as meeting current electrical regulations its fine and you should have no problem in acquiring an electrical certificate.
With regards to venting extractor:
It must be vented thru an external wall. you wont be able to vent it into your garage. it is covered by building regulations.

Kitchens are no longer under the "Special Requirement" areas as per 17th Edition Amendment 3. GD has covered the other points
As for the hob extractor fan you can purchase fans that do not vent but circulate inside the assembly
