Building regulation criteria for creating entrance to garage at bottom of stairs

We are looking to convert our garage to a bedroom with en-suite. We hope to add a door that would open into the garage at the bottom of our staircase. Ive had different opinions from builders about building regulations. The gap from the bottom step to the wall opposite it 77cm. Can i have a door in this space that opens into the garage/bedroom

the structural opening needed would be 77cmn this would allow you a door size of 686mm
