Can you tile in top of floor tiles

I've had some floor tiles down in kitchen 5 year they were not put down very even as chips appear on corners where I hoover and some are cracked, had someone out to retile and he want to lift the 7 tiles that are loose out then retile over rest don't want another bodge job is this right, will this work without problems in future?

Hi If you have all these problems with the existing tiles on the floor the I would definitely remove these tiles before retiling the floor otherwise you will have more problems is the future, it's possible the new tiles will crack on top of the old tiles and if the old tiles are not level the new tiles won't be level, without applying a lot of adhesive.
