Can we build over existing utility pipes like gas and electricity?

I have contacted the gas authority for moving the meter which is indoor at the moment - to have it moved to the outside wall of extension when it is built. But in the meantime we still need to use the gas so can we build over the existing pipe and then have a new connection made. Does the existing pipe need to be protected before the ground slab goes in. Would be grateful for any advice. The same with the electricity one, unfortunately the builder did not put a long enough duct through the footings and the exisiting electricity pipe is now stuck on the edge of the footings. What can be done? Please advise if possible.

When any drains run through or under a foundation,they should always be bridged with a lintel usualy a 150mmx100mm is built in to keep off any loads bearing down on them.When any services run under or alongside a foundation they are always ducted. The Answer is yes.

yes just sleve them and bridge over with a lintel
