Electrician not signing off a full rewire

Hi, My partner and I are new homeowners and new when we bought our property that a full rewire would be required. We asked around friends and family for recommendations and a plumber friend of the family told us about his friend's son who was a fully qualified electrician. We duly got him on the job and he completed a full rewire of the property. However, to date, we have not received any paperwork at all from him. No certificates, nothing from the building regs...we have notified the council ourselves that the work was taking place to the electrics so they are aware but he had not informed them himself. It goes without saying, we are very ignorant to the ins and outs of electrics and what we needed to do. To us, it looks as though he has done the job, notified no one at all and left us. My partner sadly paid him the final amount of money we owed him, against my advice that we should wait. We are also having real problems tracking down his registration details from the company name provided. I would be grateful for any advice on how to proceed here and how we can take action against this individual with regards to trading standards and his registration board. Is there a resource somewhere where you search for electricians by name, rather than by company? Thanks!

Your electrician should be 'part P' certified, which should have been offered at the start of the job as proof of their training, and ability to complete the work. I would also hope he is a member of NICEIC. you could contact them and ask if they have his details ? Hopefully he has given you a bill with his address details on so you can offer these to your local building inspector to take up. He maybe offering work to others without the required insurance or certificate. Trading standards should be sent his details if you have them.

It's highly likely that he is t registered with an self certification body, and these do not offer "proof of their training or abilities" as has been said above. These schemes (NICEIC, Napit, elecsa etc) have plenty of "competent" (in the loosest terms possible) members who have completed just 5 weeks of electrical training and have little idea. Anyway, that's a different story. You should have been given an electrical installation certificate at the very least. As for the compliance certificate from building control, that will follow when he has notified them of the job, he has 30 days to do this. BUT, technically, it is your responsibility to notify building control of this work and not his. It's something he should be doing for you, but he isn't legally bound. The issue you have with this is that you probably have no paperwork of correspondence, proper quotes, his terms and conditions etc.

I am sorry to hear this but it does happen all the time in our industry. Part P was introduced to all domestic electrical works and if used correctly works for both the client and tradesman. the client knows that the electrician is registered and legal and will issue all required paperwork and notify works and tradesman can issue contracts that both sign to know what is agreed and what is to be paid and when.
