Re-wiring of overhead lights because they had no earth wire

In 2015 I asked a registered electrician to re-wire my overhead lights because they had no earth. I have now discovered they were only re-wired to the first junction box in the roof, not fully as I expected to the consumer unit. He made a big fuss about the earthing already done, in 2007 saying I should get the previous electrician back as it was not suitable, I was not the owner then. Was this because of the way he had rewired the overhead lighting, is this safe or most of all the industry standard. I still have not received any certification which I understand should have been issued 28 days later. Could you please advise.

You claim he was registered then complain to the governing body he is affiliated to. If he is registered his details will be on the electric safe register on line.

no its definitley not to current standards. you need to have earthing installed,proberly needs rewired with rcd protection. definitley if cables are buried!!!! electrician should of informed you about the possabilites you can have; ie you must have rcd protection, also advised not to have any metal fittings (lights or switchs)..........if no earthing then certified........
