How do I paint a newly plastered wall that has been paineted rather tha misted?

I have moved into a house and am decorating part of an extension. As I have been painting the paint below is lifting, cracking and peeling in small and big patches all over the place. I presume that as the walls were newly plastered this is happening because the previous occupant did not mist the plaster. There are two rooms affected. Any ideas how I can best deal with this in the simplest and quickest way?

Stabilising solution should help, 10-20% May peel after. Lightly scrape these areas and fill /sand , should solve the problem.

Hello. The best way to deal with this problem is to sand/rub down the affected areas to the extent that all flaky paint will be removed. Fill as necessary. Apply 'Dulux Obliterating' paint as a full-on coat. Let it dry naturally. Refill as necessary, rub down and apply two full coats of chosen top coat. I hope this helps.
