Why is extension cold?

We have a new 2 Storey extension with a single Storey lean-to side part separated from the main house by stud wall. The lean-to rooms are freezing despite upsizing the radiator from the suggested BTU. It is about 4m by 1.5m and divided into a cloakroom with vaulted ceiling and Velux plus a bootroom without the vaulting. Any ideas gratefully received.

Check with the builder that constructed it to make sure it was properly insulated in the roof, walls and floor.
