Who is responsible for moving a manhole?

There is a drainage cover/manhole in the middle of where we are planning to build a kitchen extension. Do we need to contact our water provider to move this or could a builder move it?
Are you a tradesperson and able to answer this question?

Hi
Yes builder can do it but make a sure You hire proper company with right tools and experience also You can ask Your water supplier to do that but You will need to pay for it and usual the cost will be bigger then in privet company

Please also consider that if the manhole is on what is now classed a public drain then you are obliged to tell your local water company as technically it is their property that you will be changing. Public drain is one which serves more than one property.
Also if you propose to build over a public drain then again you will have to contact the water company and enter into a build over agreement with them.
