Want to install downlights in Artex ceiling (do I skim, overboard or remove the Artex)?

I'm looking at buying a house and the survey has said the artex/textured ceilings throughout the house are likely to have asbestos and the owners have confirmed that it contains asbestos. I'm aware that the options are (1) skimming, (2) plasterboard overboard or (3) total removal. I'm going to be doing some level of modernisation as the property was built 1975. What I'd like to do is flatten the textured ceilings and put down lights throughout the house, however, given the ceilings have asbestos, I'm not sure which of the 3 is the best way to deal with the ceilings (given they will be drilled into etc). I'm not planning on doing any of the work myself but would just like a professional's opinion at this point. It's a 2 storey house. On the ground floor there are 2 reception rooms, kitchen and hall area. Upstairs there are 3 bedrooms and a bathroom. The house is about 102 square meters. Any thoughts on the best way to deal with the ceilings given I want to put down lights in them? Thank you!

Hi unfortunately you are in a bit of predicament, the safest way would be to overboard and skim but that would still leave the problem of cutting out the holes. You would probably be able to find someone who is willing to this even knowing it contains asbestos, but remember it is not only a risk to the tradesman if he drills in to this but also anybody who lives or comes into the house. Your safest bet would be to get a specialist asbestos removal company and see how much they would charge to cut the holes out. I hope this helps.
