Underlay for damp floor

Advice please. Concrete floor which came up with high meter reading for damp. Have been recommended to use cloud 9 radiance underlay by an independent source, although the carpet shop I am using don't supply this, they are offering their own brand. Should I except this, or push for the cloud 9 radiance? I don't want the damp to build up under the carpet. Thsnks

The damp issue must be addressed before any installation takes place, you have been given incorrect advice as the flooring will fail.
use a liquid dpm on the concrete subfloor but you will need to take proper rh readings to know which type of dpm to use.

Incorrect advice. Cloud 9 radiance should be used for areas with under floor heating for carpets.
Damp problem must be solved before any fitting.

As previous comments state. Identify the source of the problem, rectify that. Let the area dry thoroughly then consider what floor covering options.
A liquid DPM could be used to suppress any potential future problems.
You can then choose if you want a smoothing compound installed over that (arguably OTT for underlay and carpet).
No underlay is built to 'soak' up damp and it function well. It will soak up the damp/water then come through to ruin the carpet.
Any water ingress should be taken seriously and rectified properly than ignored or 'cowboy' fixes.
