Best central heating for a large Victorian semi in Scotland.

What is the most economical, most efficient and least confusing central heating system for a 3-storey, Victorian, semi-detached house in Scotland? The system needs to provide hot water on demand and needs to heat radiators in 12 rooms, 2 bathrooms, 2 hallways and a landing. The ceilings are high on all floors. We would prefer a smart thermostat system that allows us to set and change heating remotely when required. We need the heating to come on and off at different time and durations each day of the week, so the current two-setting controls aren't useful. Rather than patch in a lot of fixes we have decided to go back to square one and completely replace the full system. This is because the existing hot water cylinder is leaking, the hot water demand also turns the heating on, the Worcester Bosch 30kw boiler (gas, vented) is too small for the house, we have leaking (rotten) pipework and the rain falls with more force than the shower. Currently the boiler and hot water cylinder are located in a ground floor extension almost as far from the cold water storage tank in the attic as possible. We don't mind either way if we stick with wall-mounted radiators or if we strip them out and go for a mix of infra-red panels and UFH, although we suspect UFH in this house will create a cosy sub floor only.

Under floor is the best form of heating as it is lower temperature so a gas boiler has to work a lot less and usually stays within condensing mode. Using a decent boiler with mixers or divcons is the best way forward I would recommend using weather compensation and a boiler with a stainless steel heat exchanger I would personally install UFH on ground floor if possible, radiators upstairs and a hotter towel rail circuit which can be run independently in the summer
