Penetrating damp around taken down chimney area

Hi, We live in an Edwardian upstairs flat and a few years ago we had our back addition roof re-slated and the chimney removed as we had what looked like penetrating damp in the back bedroom. The roofer told us that he might not be able to remedy the problem and we noticed pretty quickly that it came back, but now with the recent rain it is looking worse than ever. We even had our bedroom ceiling redone. He had suggested putting in a false ceiling originally which I forgot about, as was getting another builder to do that work, but also wouldn't that make it mouldy underneath? Anyway, I am just wondering if anyone else has experienced this problem and if it is resolvable. Our neighbour downstairs has had the chimney blocked up and although there is a small air vent at the top of the blocked off chimney our roofer suggested that it could be to do with that and that we might need to put in another air vent downstairs, with her permission. Does anyone have any advice about how to deal with this? It is rather depressing having shelled out all that money and still have the same problem. Many thanks
