Water leaking through top of sash window

Rainwater coming through top of window wood sash window frame. Window located on first floor under guttering. No other floors above just roof. What could be the problem?

the eaves felt may have rotted away. an eaves protection system would solve this. also check gutter is not blocked above window causing water to spill over. also check if there is a joiner for gutter above the window.
