The cheapest way to do this is to get santex smooth white masonry paint, although it is not the cheapest on the market buying a none trade product you will find you will be pulling your hair out after 5 minutes, 2 coats will do the job with santex. The best (not necessarily the cheapest) way would be to have it rendered and painted- you will get a nice smooth finish if you employ the a decent plasterer to do the render. You can then always paint yourself. Alternatively you could seal the blocks and then paint with masonry paint.

Hi Firstly I would approach this job once weather conditions improve, most exterior works should be carried out when there is a good weather window not forgetting the The minimum to ideal painting temperature get this right and it will save you time and the loss of material You could either carry out the proposed works by applying the exterior masonry paint using a masonry roller or if like me you have a Titan spray gun it will be much faster and would achieve a much better finish, May be look for a hire shop which will allow you to hire a basic model which is easier to use you will find spraying very very fast the work may even be able to be completed in 1 Day.
