I have a flat roof extension to the back of the property which has the kitchen and bathroom in. Approximately 3m x 6m. I'm finding that the floor feels cold and damp. I think this is a solid concrete floor. There are no obvious problems with drainage or the roof so I'm wondering if the damp proof membrane has failed or broken down, if there ever was one as I'm not sure of the age of the build. Will I need to remove the kitchen entirely and dig down or can I just treat the floor?

Yes the concrete floor can be treated with a two part epoxy resin thus ensurinf it is now completely water proof
