rotting felt or underlay on house roof

the felt that over hangs the guttering is rotten.can i replace the rotten parts or do i need to repace all the roof

All you need is eaves protectors fitting, these also prevent birds nesting in the roof.

If it is just the felt that goes in to the gutters you can get 'Drip Trays.'
These slide underneath the rotten felt and under the bottom roof tile.
They are fairly cheap and quite easy to install so you shouldn't get charged too much
