Do I need to strip off existing wallpaper and reline before applying new superfresco wallpaper?

I am looking to get someone in to wallpaper my hallway/landing and want to know whether it is essential to remove the existing wallpaper first. There is currently smooth wallpaper (most likely lining paper) that has been painted over. It's not in a bad state however some of the joints are apparent and peeling slightly. I have ordered superfresco wallpaper (slightly textured) however I am aware that it will cost a lot more if I ask the decorator to remove the existing paint/paper and reline it. Is it absolutely necessary?
Are you a tradesperson and able to answer this question?

If the lining paper is painted with Matt emulsion you will be ok. If silk strip it off as the silk could lift causing a bubble that may never dry back . If it is not a lining paper strip off. if the paper has a vinyl surface the paper may initially stick but may cause in time for area to come away. If there are any raised butt joints they may show through. Best to take of old stuff ,prep and if coloured superdooper fresco re line

It is a big gamble to take as it might look great for a few weeks but as it gets hotter you are more likley to see joints lifting and at the top and bottom cuts, It will be better in the long run to strip it and get your decorator to pva the walls before papering. all the best.
