Reducing Traffic noise 3 x back bedrooms / secondary glazing / wooden shutters

Hi, what's the best/most economical way of reducing traffic noise for our situation. Our 3 back bedrooms/windows (1720mm x 1150mm, 1720mm x 1150mm & 1150mm x 1150mm) face a busy road and we can hear the traffic through our 25 yr old double glazing. There's a windowsill depth of 20 cm on each window. I suppose our only two options are; 1. Replace the whole windows, this time with acoustic glass 2. Secondary glazing I'm guessing secondary glazing will be a lot cheaper for the three windows? As a slight curve ball (and for aesthetic reasons) the other half would like at some point, wooden plantation shutters for each of these rooms. If we opted for secondary glazing with the 20 cm windowsill depth, would wooden plantation shutters then become an issue? Thanks for reading! :-)
