TILT AND TURN WINDOWS HANDLE IS JAMMED. WHEN I PRESS THE BUTTON IS NOT GOING ALL THE WAY IN. HANDLE IS NON-KEY LOCK

I would suggest you spray the button with some wd40 it might be seized if it wasn't opened for a while, failing that it sounds like you are going to need a new handle.

Just google for a local window manufacturer and pop in to see them. they would sell you a new handle as a tilt and turn handle is a tilt and turn handle some have keys and some don't
