Tiles falling off wall

I'm in the middle of a bathroom re-fitting, and I have no experience at all in this kind of thing. The builder decided to use chipboard for two walls, replacing the original plasterboard. The bath is adjacent to those walls. When I asked whether he had sealed the chipboard, he replied, "No, the chipboard is varnished, it doesn't need sealing." He tiled on top of the chipboard (30x60cm ceramic tiles), but they hadn't been grouted. I touched one of the tiles (this was at least 24 hours after they had gone up) and it immediately came off. Just as I caught it, the tile above came off and fell on my hand, injuring a couple of fingers. It still hurts. I hadn't applied any pressure at all, and it looks like all the adhesive stuck to the tile and none to the chipboard. I have three simple questions: (i) Would you agree that the entire wall is unsafe? (ii) What is the best way to remedy the situaton? (iii) Do I replace my builder? Thanks.
