Not sure if we have (or should have) a cold or warm roof space

Hi, I am planning to re-insulate our loft conversion, as it is roasting in summer and freezing in winter, but it isn't clear to me what kind of roof construction we have. It's a bungalow, with soffit vents along two sides. There aren't any other tile or ridge vents. I can see through the soffit vents insulation all along the soffit boards. We have a 'room in roof' conversion, with silver foil backed plasterboard. The roof felt is also foil backed. In the eaves there is fibreglass insulation between rafters under the roof felt and on top of the 'room in roof' timber framing. Insulation is also crammed into the 130mm gap where the angled walls are parallel to the roof, blocking any air coming in from the soffit vents. The eave space and area above the 'room in roof' feels dry, don't think we have moisture problems there. However, our four velux windows get lots of condensation on the inside. The conversion was done 15 years ago. Either I shouldn't have soffit vents or I should re-configure the roof for better ventilation. Based on this information, is a professional able to inform us if our ventilation and insulation setup should be changed? Regards, Stuart
