Is a UPVC sill required when concrete sill is there already?

We have just had some UPVC windows installed to replace aluminium windows that were about 25 years old. The fitter has put a plastic sill on the outside, about 50mm deep that sits on top of the original victorian concrete sill. Is that needed? The fitter says it is but I think it looks really odd! Any views appreciated!

Not usually needed, because you already have a cill to disperse water! The PVCu cill may be considered by some as an unfortunate, unsightly method of raising the window so that the internal view of the frame is fairly even all around...! So, the window may have required raising up, but could have been achieved with 'add on' profiles, as opposed to a cill, the 'add ons' being the same width as the window profile. Thus, you could ask the fitter / firm to demonstrate exactly why the PVCu cills are necessary, given you have, I presume, perfectly sound masonry cills. Many Thanks, Jason.

A 95mm stub sill is normally used on a concrete/stone sill to raise the sight lines.
