Advice on damp carpet underlay

We are about to change the carpet in the bedroom of our Lower ground floor flat. When i lifted thecarpet, one of the corners of the room has a damp underlay (concrete floor underneat). Is this quite normal in a basement flat and should i ignore it and just get a good damp-roof underlay and new carpet fitted? or is there anything else i should be considering?
Are you a tradesperson and able to answer this question?

It can be 1 of 2 things. The first is that the floor is being suffocated and forced to sweat. The second, and most likely being a basement flat, is that the damp proof membrane in the slab (floor) has broken down, allowing moisture to travel up through the slab and cause a problem. If this is the case, then the slab itself would need taking up, a new damp proof membrane would need to be installed, then a new concrete floor needs to be installed.

Hi , the edge of the floor needs sealing as it sounds like
floor edge moisture .
