When should the plumbing works be tested in a new build?

Hi, I am just wondering when the plumbing should be tested for leaks etc in a new build? Unfortunately this has not been tested until near completion and when it was tested unfortunately somebody had drilled through a pipe and there was a leak - this has damaged the oak flooring etc. Should the test be done at an early stage in a new build? Many thanks for any advice.

Normally in a new build plumbing is pressure tested when first fixed ie when all pipes are put in place in walls midfloor etc any leaks then are down to other trades nailing screwing pipes usually

first fix test,then signed off,after that any leaks are down to who ever caused them.
