Filling a Cavity around a new window and what fixings should be used

I am having problems with a double glazing company. I asked a different company to come around to quote me to finish the work and he raised a couple of issues I want some advice on. Firstly, Some of the walls in my house are cavity walls and a couple of the windows which have been fitted don't appear to have had the cavity fillied. I can tell this on one of them as the trim has been taken off and you can see where they have stuffed a piece of wood in to drill into but haven't added wall pile or foam to the gap. Should this have been done? He also pointed out the fixing screws they have used. They appear to have used a variety of wood, turbo and other screws but he suggested that there should be more of them, one every 300mm. Is this just desirable or does it fall under building regulations. Thanks Samuel Holmes
