Can a wall be wavy when skimming?

My partner and his dad have taken it upon themselves to plaster most of our walls in our home. They are electricians with no back ground in plastering, even though they think they're jack of all trades. My concern is that I'm going to be left with uneven wavy walls, but my partner has told me that when skimming a wall ect that this isn't possible, it will be a smooth even finish. But if he's never been taught by a professional then how does he know he's "skimming" or even doing it right. My question is, Can a wall be wavy even if it's just being skimmed? We have professional plasters coming in to do the ceilings in a few weeks, I just can't understand why he won't let them do it!

Yes, it could be 'wavy'. If you place a torch to shine the light across the plastered surface you will see if it's 'wavy', you will see either evenness or a shadowy, ripple type effect. A skilled hand will leave it even, an unskilled or unsteady hand will leave it rippled, and possibly looking like it has been scratched. Thanks, Jason.
