silicone bead over grout bead

I had a kitchen fitted, they fitted the oak work tops first followed by the tiles. They have grouted the tiles including joining the tiles to work top. They told me it needs to be sealed in with a silicone bead too. They never came back to finish the job. Does it need doing and can it be done on top of the grout bead as since they did it i've been told you are just meant to use silicone not both

Silicone will go over the top no problems
Use a plasplugs silicone tool, you use a skeleton gun with a good sealant then use the tool on the wet silicone to give a nice edge shaped finish,
Top tip:: Never use spit on your finger to smooth as will contain mould spores
Use clean water with fairy liquid to wet your smoothing tools
