Two layers of old floorboards? How do I raise up to meet rest of floor?

Hi, I am currently renovating an old cottage that has been previously converted and extended. Some of the floorboards in the upstairs bedrooms have been badly damaged by historic woodworm and I have started removing and replacing them only to discover there is a 2nd layer of even older floorboards underneath. Some of the floorboards are newer and the joists in those areas are 2cm higher so the single layer is level with the 2nd layer on the rest of the floor. So the question is do I need to lay 2 layers of new floorboards (expensive) or can I simply lay a 20mm strip on top of the joists?
Are you a tradesperson and able to answer this question?

18 MM. Plywood screw it every 6 inches then if that's not high enough lay 2 MM hardboard on top so you have height then screw through both onto joist also remember to lay top board different direction
