Can I get an understairs cloakroom fitted?

I live in an end terrace where the stairs are up the centre of the property. I would like to fit a cloakroom (toilet and washbasin) under the stairs if possible. This space is an existing cupboard which also houses the door leading to the steps for the cellar. There is existing lighting but no water access. Also as it is in the centre of the house there is no external wall for ventilation, but I wondered if this could be done through the cellar somehow? I am trying to assess whether this is possible.

Yes you can providing the room is big enough to accomodate the suite you can use a saniflo to remove the waste from the WC and washbasing, the saniflo will pump up around 9 meters and around 30 meters horizontal using a 22mm discharge pipe. ventilation can be obtained through an extractor fan.
