Can an extension be built on top of an existing concrete roof

I'm hoping to build an extension on top of our existing kitchen which has a concrete roof We don't want to remove the roof as we have spent a large amount in kitchen

yes this is possible however the following will be required
1) planning consent.
2)Engage a structural engineer.
3) Trial pit or Pitts, will be required ( expose depth of existing foundation.)
