Who's responsibility is it to specify the bearing plate under RSJ?

Hi, I have recently had a supporting wall removed. I had calcs done prior to the work (paid for) that specified the type of steel needed. The steel is 2.5 meters long and sits on solid brick (9") walls at each end. One end being the external solid wall of 1930's house and internal wall also solid brick (9") The calls did not specify a plate/pad for the steel to sit on. Builders didn't instal or question it due to the solid brick walls at each end. Now the work is complete, Building BCO has questioned the lack of plates under the steel. They have gone back to the SE for his advice. SE has now recommended plates under the steel. So now in order to get the job signed off we have to insert plates at extra cost. I am not prepared to pay for this. Is this the responsibility of the SE or the builder? I don't see that I should pay for the extra work so who should pay for it? Thanks you in advance

this in my opinion points back to the SE. The fact that he has re issued a new spec implies lack of awareness for the task at hand. The builder simply follows the drawing spec and assumes that all calcs have been sufficiently done to Building regs.

The builder would have worked to se design we dont deviate from there designs. I would have thought the 9 inch brickwork would have been sufficient.
