New extension pebble dashing has slid off after 3yrs

Hi, I had a two storey extension built 4 years ago. A year and a half ago in a winter storm a chunk (approx 10ft square) of pebble dashing slid off from the second storey. The original builder came out straight away when I called and said he would sort it. A year and a half on and it's still the same and the builder no longer answers the phone to me or replies to email or letters. He did keep telling me that it was about to get fixed for more than a year but there was always a reason it didn't get done. I'm a a loss for what to do? Can I claim on my house insurance? Should I start legal proceedings? Should I turn up at his door? I've written to the federation of master builders (of which he is a member) but not heard back yet - is that liable to do any good? Help....
