Concrete floor to timber joist wood floor

Can I take my concrete floor up in my kitchen and replace with timber joist wood floor. joist will only be 4 inc from the soil in the kitchen is this a problem as in the living room its about 2 foot clearance

should be ok to do that as long as joists are above damp course
